Sub: Regarding National Highway Development Program in Kerala, Requesting to develop the Highway in 30 mtrs.
Solidarity Youth Movement is an active socio- political and cultural organization working in Kerala. We are very much concerned and have been actively intervening in issues of developmental importance.
Regarding the National High way Development Program that has been in progress in Kerala too (NHDP Third Phase), we would like to draw your kind attention to certain serious issues.
As Kerala is most densely populated state, the proposed 45 mtr wide development of NH will lead to large scale evacuation of the people (more than 5 lac people). We are of the opinion that the developmental process should be inclusive of all sections of the society and no person in the society should be forced to suffer in the name of development. We demand you to have a rethinking on the proposed project of NH development. Also we would like to put forward following practical suggestions, through which, we believe these issues can be resolved amicably.
- Construct the NH in 30 mtrs in Kerala. (NHDP has proposed to build a 4 lane road within 30 meters from Kanyakumari to Kaliyikkavila in NH 47, Also Mysore – Bangalore highway is a 4 lane road constructed within 30 meters.)
- Ensure adequate compensation in line with the market rate.
- A comprehensive rehabilitation package comprising of proper housing and means of livelihood should be implemented.
- Evict the people only after complete rehabilitation.
- The Govt. should find resources of its own for NH development and the BOT system should be rejected completely.
- High Way development must be by the Govt. fund, not by the BOT System.
- National Highways must not be privatized.
We request you to look into these suggestions seriously and take immediate steps of action in this regard.
